In terms of intelligence criteria, we can look at a rough assessment of all Pokemon species through the Pokedex system.

First, we can mention Metagross, one of the very popular pseudo-legendaries.

Alakazam, one of the first generation Psychic-type Pokemon, definitely deserves to be on this list.

Slowking is another interesting case.
